Kauffman discusses the reform of special education in his article, "How We Might Achieve the Radical Reform of Special Education." Kauffman focuses on three tasks that he calls immediate, critical and interrelated to the reform of special education: keeping the issue of the place of education in proper perspective, choosing idea over image and avoiding fanaticism.

Their rationale for inclusion focuses on two premises—the unique needs of students can be met with one system and the inefficiency of operating a dual system.
